About Permanent Mission of Paraguay to the United Nations in New York

Priorities of the international agenda of Paraguay:

-Promotion and defense of Democracy and Human Rights;
-Human Development: health, education, housing and food security. Compliance with the Millennium Development Goals;
-Effective contribution to international peace and security; as well as humanitarian assistance;
-Sustainable, reliable and predictable economic development;
-Climate Change: incorporate adaptation and mitigation processes into international legislation and national environmental policies;
-External projection and new international relations;
-Fight against corruption and transnational organized crime: terrorism, drug trafficking, human and arms trafficking.

Central objectives of the management of the Mission:

Deepen multilateral management: Paraguay concentrates efforts and resources in the multilateral system to defend its interests and expand its presence. It is a landlocked developing country, conditioned by its geographical location, fragile economy, relatively weak institutions, known asymmetries in relation to its neighbors and MERCOSUR partners.

International projection: promote the visibility of Paraguay through the active presence in the different organs, commissions and forums of the UN.

Contribution to International Peace and Security. Humanitarian Assistance: to strengthen the prestige and respect of the international community. Paraguay participates in 6 Missions with Military Observers (Congo, Ivory Coast, Sudan, Nepal, Western Sahara and Liberia) and 2 with Military contingents (Haiti and Cyprus) totaling 96 troops, plus 1 police officer in Guinea Bissau. Mission with its own flag in Haiti: humanitarian objective, total number of troops deployed would reach 300 per year. Support for initiatives on disarmament.

Landlocked Developing Countries (LLDCs):obtain greater recognition of the vulnerabilities and asymmetries and consequently negotiate better conditions, to overcome the disadvantageous situation of Paraguay as a landlocked developing country, considering that said geographical situation is a transversal element of Paraguay's foreign policy.

Expand international relations: through the establishment of diplomatic relations, participation in regional groups and negotiating groups; seeking a greater role for Paraguay on the international stage.

International right: The UN is one of the most important international organizations in the process of generation, development and codification of International Law, through the International Conferences and Conventions promoted by the UN.
